They set it that way or didn't set it. Done usually because 56K users are
embarrased. Many will ignore 56K users when they see them in their Queue.

Well here is the issue of Unicode. Normally these are users using a Charset
that you do not have so your machine does the best it can with the Charsets
it has. Thus you get junk. Or done purposefully for the Ambiance of it
all.
