Yeah, if you manage to connect (green light) then you do have an outbound
TCP connection.
I would guess that your problems are related to your ISP filtering your
connection (or "traffic shaping" as they like to call it).
P.S. I wouldn't be too hopeful of them admitting it even if you ask them
straight. Few ISPs like to admit it when implementing such policies.
