One possible explanation is that the track in question just happens to
be one with lots of partials on the network - all these users are
finding it via AFS.
Another possibility, is that the track's profile has just been raised,
perhaps by featurin on TV or national radio, and prompting seemigly lots
of people to search for it.
For example, I noticed a distinct 'bloom' of Johnny Cash files right
after he died.
Yes another -and nastier- possibility is that that particular track is
on a list with some company who is actively jamming certain things for
copyright owners.
