Does this mean that you're not making any uploads? I upload with
little problem, but there's this one guy who's been trying to DL an
aviation video from me for a few months. I try and advance his DL, and
he still gets timed out. Regardless, I still have numerous successful
DL's in my queue.

My guess is that his settings are bad. What are yours by the way?
What about your firewall settings? What happens when you try and
advance his DL?

By top, I assume you mean the window of files you're waiting to DL from
others. The 15M means that you've set your client software to search
for a new source of the same file every 15 minutes - which is okay I
guess. Howeverm the "10" means that you've restricted yourself to
entering the queues of users with no more than 10 other users ahead of
you. When you try and DL through WinMX, you're getting on a line of
other users who are waiting to DL from that same source - even if
you're the only one waiting for that specific file. You may get lucky
and find a potential source user who's just logged on, but more likely,
you'll just uneccessarily restrict yourself from getting any decent
source.

3rd party software meant to block leeches from getting into your DL
queues.

I don't use any 3rd party software, though 2600 files seems entirely
reasonable (to say the least) to me as long as they're at least
complete files, and of the same type that you're trying to get from
others. I don't like to discriminate against users who only offer
mp3's while trying to get big .avi files, but I'm probably in the
minority on that one. More crafty users will load their folders with
junk - small .wav's or jpeg's, or unrecognizable files (track1.mp3).
Otherwise I'd say that you've got more than enough.
