That info is called CD-text and not all commercial CDs have it.
Two popular rippers that can read CD-text *if present on CD*:

Exact Audio Copy (EAC): http://www.exactaudiocopy.de/
Lame encoder: http://mitiok.cjb.net/
Lame front-end: RazorLame http://www.dors.de/razorlame/index.php
These rippers can also look up info from freedb servers.
