Why?

Converting from mono to stereo will leave the file sounding EXACTLY the same. Actually it will sound slightly worse because the MP3 has to be "re-encoded", which will reduce the sound quality.

If this is because you have an MP3 player that refuses to play mono MP3's... then I recommend you get a proper MP3 player.

That aside... for starters, you can use RazorLame, Foobar2000, or dbPowerAmp to convert MP3 to MP3 with different settings.
