VBRFix
http://www.willwap.co.uk/Programs/vbrfix.php
"VBRFIX is a program that adds the Xing vbr header to VBR mp3s without a
header. This header tells the mp3 player/decoder the length of the mp3
and the % through the mp3 you are at a position in the file. In fixed
bitrate mp3s 10% through the file is 10% through the song as each second
has the same amount of data. The program can also replace incorrect
headers. It also reconstructs mp3s without incorrect frames or without
id3v1/id3v2 tags. It can Remove FhG VBRI tags that can cause crashes
when playing mp3s.
You know if you have this problem if the time of the mp3 changes or the
seek bar doesn't work properly. Also if you know it is VBR and the
winamp info doesn't say xxxKbit(VBR).
Musicmatch Jukebox has this problem when encoding in VBR.
You can now create Wave MP3s with the program."
