Assuming they're properly tagged you need Media Monkey. The free version
only lacks a few features of the paid version and you can live without
those. Media Monkey doesn't care where your files are and won't move them
around. Among other things you'll be able to find your music by: artist,
title, album or location.
If your music isn't properly tagged run it through www.musicbrainz.org.
Use the look up feature for the stuff it didn't identify automatically.
Check the stuff it did identify automatically before saving the results. For
the stuff Music Brainz couldn't tag use MP3tag. Use a file name that's
logical and makes sense to you. For example all of my mp3s' file name is
"artist - title". I don't use anything else, such as the album name, in the
file name because that makes it harder to find duplicates, which becomes an
issue with larger collections. If I have two files with the same file name
in the same folder--such as a live and a studio version of the same song--I
add a code letter after the title to deferentiate them. (When your
collection gets large enough that duplicates become a problem you need
NoClone.)
My personal opinion is that you're using way too many folders, but then
file organization is, to a certain extent, a matter of taste. In my system
individual musicians only get a seperate folder if I have a lot of music by
that one person or group, otherwise everything goes in folders by broad
categories. Except for large compilations, which get their own folder, I
don't put individual albums in folders and don't need to if they're properly
tagged. Even with a much larger collection Media Monkey will keep track of
and organize everything without needing a lot of folders. I have a lot of
stuff still in the process of being organized and MM makes it possible to
find and play everything in an organized manner even though my files are
still disorganized.
