Where did I mention using italics for underlining? I didn't. You are now
putting words in my mouth. Underlines and italics are two seperate
things.
Yes, Italics are used for more than just titles. More than just bold is
used for emphasis. Headings are often underlined.
Once again, this is usenet and not typography.
