I hate to say this, but it's likely you're suffering from a poor TV design.

When your TV "squeezes" 1080 lines down, something has to give. Either the
TV is designed so that the distance between scan lines is optimal for the
"unsqueezed" 4:3 picture or the "squeezed" 16:9 picture. It's likely that
the 4:3 picture is actually set up as optimal, because some overlap of
scan lines is required.

This is going to reduce the quality of the HD picture a bit. It should
still be better than DVD, but maybe not as stunningly different as it would
be on a 16:9 set.
