No, of course not. There are plenty of British scammers. However, where
people grow up in a culture of scum, crime, bribery, corruption and fraud
you will find that they are more likely to indulge in such behaviour. If
that is what you are used to seeing, and that is your way of life, then you
will more likely commit such crime yourself. Are disagreeing with that view?
