Sounds like you're seeing artifacts caused by compression of the video to
dvd
kind of like the 10 pounds of manure into a 1 pound bag syndrome...
motion is where you'll see artifacts in many formats compressed to DVD not
just DV or HDV.
Quality encoding by programs like Canopus Procoder can help reduce the
jaggies that you see...
