Check that the drive is using DMA and is not on the same cable as a
device with a slower transfer rate.
Specs for that drive say the max read speed for +RW is 8x. The read
speed varies depending on what part of the disc it is reading, so you
will not get the max speed all of the time.
Another possibility is there are errors on the disc and it is re-reading
sections until it gets a good read.
