If you are asking about an audio clip to a CD, yes, kinda. You would have
to connect the A/V audio output of a stand alone DVD to the Audio inputs
on your sound card and record (and edit) the clip on your computer with an
appropriate audio editor software app. Then burn it to a CD.
If you are talking about both Audio and Vid, you can do the same but with
a video capture card and video recording/editing software. But in that
case you will have to burn the clip in a video format and not all formats
will work with a standard CD.
