 Yes.

That is the preferred way since you have the camcorder input on the
 DVDR.

Rip them with any number of programs. One that is free is DVD Shrink.
It will allow you to import from the DVDR disc and export to
 DVD-compliant format for editing.

You can do some simple cut edits with Shrink. It will put chapter
marks in the final composition that will help you find the individual
 clips.

If, however, you want menus, you will need a more fully-featured
authoring tool. One of the simplest to use is TDA

 http://www.pegasys-inc.com/en/product/tda.html

You can rip the clips individually from the DVDR disc so you don't
need Shrink. With TDA you can do some primitive editing and add a menu
customized to fit your needs. Then you can either lay it off to hard
disk and later burn it with DVD Decrypter or Nero, or you can use the
 built in burner in TDA.

Sometimes you run into a problem of audio sync, which means you have
to rip the clips into a program that fixes such problems. VideoReDo
(VRD) is a popular program that reads the dics and creates compliant
MPEGs which you can import into TDA. VRD will allow you to edit the
 clips.

No need to do that. You can burn the DVD from your hard disk on your
 computer.

Try TDA first, then add VRD if needed. Do not use Ulead MovieFactory4
 - it's too bug-ridden. The other authoring tools are overkill for what
 you want to do.
