Well you can put region coding in with DVDDecrypter if you really want to.
As far as CSS type encoding the high end authoring packages that allow 3rd
party plug ins allow it but you have to purchase a licence for the plug-in
that generally has a 'per disc' component in the cost structure. Forget it
unless you are going into DVD authoring in big way or go to a professional
studio..
