XBOX has full network capabilities, it can stream media from anywhere
on your network
or even over the Internet. XBMC has a great GUI, very easy to use and
fully compatible
with the XBOX remote. So basically, yes to all your questions, except
its not a 'DVDR',
its only a DVD Player.

XBMC is based on MPlayer, which is probably the most versatile video
player
available anywhere. I don't think i've found a single standard video
file that it hasn't
been able to play yet. It can even handle most off-spec stuff, poorly
encoded, etc.
