Were I the guy debating this I might take George's approach
here. I'd put a rider in the contract that covers me for
above and beyond what I figure the hourly would be. HEre's
an example.

I figure that my maintenance gig for these folks requires
about two hours a week. Take that times 52 and that gives
me the price of the contract, plus perks etc. HOwever I get
a real problem that causes me to spend eight hours there one
afternoon and another four the next day. AT the end of the
year I find I've put in 120 hours instead of the 104 I
figured. I then have the right to bill them for the
difference.

Yearly contracts can be presented to the bean counters as a
good deal, and in this case if your yearly contract is less
than the agreement would be with their installer/designer
you'll probably end up with the gig.

It could go the other way however and cause them to
reevaluate what they're getting for their money with the
installer however.
