I'll try and make it a bit more simpler. You are thinking in terms of UK
or American law - but the site does not operate under UK or American
law, it operates under Russian law - which enables it to sell
copyrighted material without the permission of the owners.
Under Russian law, the site is operating completely legitimately.
That is not in question.
Under the copyright laws of other countries however, people purchasing
copyrighted material not licenced for use in their country are
technically committing an offense. AllOfMP3 does not have to answer to
the law of other countries, so no action can be taken.
The site is legal, the actions of it's foreign customers are not.
