The only ones I've seen are for coomercial use and cost more than a DVDr
with a hard disc.

The machine will record whatever format it recieves, you may have to
manually switch your TV to 16:9 for playback.

The region code is only on commercially produced discs, any that you produce
will be region free. It is also possible to buy multiregion machines that
will play disc from anywhere.
