If they are actually VCD (Video CD) files, then the video is already
DVD compliant. The audio, however, will need to be resampled at
48kHz for DVD. If you load them into TMPGEnc DVD Author, it should
accept them and automatically resample the audio for you during the
DVD authoring process.
