Unless you send it out, your only choice is to project the film and record
the screen with a video camera. You may also need a way to get the sound
recorded at the same time.

A telecine uses optics which create an "aerial image," which is better
than shooting a screen, but the best methods use a "flying spot scanner,"
which you couldn't afford to buy.

The short answer is to send it out if you want the best quality without a
lot of screwing around.

If you like to tinker, then have at it. But if you simply wnat your 8mm
films transferred, then...
