Overscan is applied to hide image distortion at the edges of a CRT tube.
This is usually set at the factory at the optimum level but you can
certainly try setting it at '0', or another setting and see what happens.

After setting overscan at a different level you'll also have to adjust your
horizontal/vertical settings to avoid distortion in the image. There'll be
different settings for 4:3/16:9 image.
