And you'll lose quality.
But there really is no way to shrink an MP3 without losing quality.
If the recording has a lot of silence in it then you may be able to
substantially reduce its size using variable bitrate (VBR).
LAME 3.97 (http://rarewares.org/mp3.html) is an MP3 encoder that can do VBR.
