I've found Mp3 Tag Tools to give the clearest display of tag contents;
you can tab between the id3v1 and id3v2 tags and see whether they are
present and what they contain. Use this program with caution for
editing the tags, though. (Keep a backup copy of your files until you
are sure you got what you want.) The bug reports on sourceforge have
not been getting a lot of attention from the developer. (After all, it's
free.)
The general recommendation seems to be to use both tags on each file but
to keep them in agreement. There are options in Mp3 tag tools to make
them match.
