It would appear that rather than delete and recreate the settings.dat
file, WinMX just rewrites it. I changed several different settings,
including the ones that were reset last time (like color items
included in the Appearance section), and no copy of settings.dat
appeared in the recycle bin.

Deleting files permanently only happens on this system when I use
shift-Del in Explorer, or when programs delete files without using the
shell function to move files to the recycle bin (which doesn't work on
network mapped drives anyway).

Perhaps you have a third party delete protection program, like
Diskeeper's Undelete?
