Another possibility is that your ISP is using some
kind of p2p filtering like Packeteer or Ellacoya. I've
often seen uploads that either never start, or will
start and get disconnected by themselves after
2 seconds (though sometimes it can as long as
a minutes before the disconnect occurs).
