So the iPod/iTunes is able to play tracks purchased from online music
vendors that use PlaysForSure (PFS).

And they don't have to PAY a royalty, they could concoct a zero-cost
cross licensing agreement.

Same for some other stores, except they chose, or had no choice (for
market reasons), to use PFS.
