This means that the owner of the player is "Electronically Retarded" ;)

No, it means it's set to Region 2 now (not multiregion anymore) - the rest
of it is to do with the software version inside the machine.

If you want to play Region 1 RCE discs, you'd need to set the player to
Region 1 mode (as opposed to multiregion).
