It is probably the same as the -V command line switch; 0 produces higher quality, higher bitrate files and 9 produces lower quality, lower bitrate files.
Different quality setting (-q command line) will greatly affect encode speed but makes little differenced in file size. Different -V settings will greatly affect file size but make little difference in encoding speed.
