If I understand correctly you are using DVD-R to record a short segment
and then you finalize the disk. Presumably you are then taking the disk
elsewhere to view. You would be much better off using either -RW disk
or (better) -RAM if you can view the latter. It takes longer to finalize
a partially written -R than a full disk. However, 14 min is much longer
than my experience.
