Can't speak for HDV, but I edited a DV feature years ago on Premiere
4.2, so it should certainly be doable... and you can actually do edits
of over an hour now, back in those days we had to split the movie in
two :).
I don't think anyone would if they had a choice between Premiere and a
more sophisticated editing system though.
