There are lots of programs available for deleting entire components
(menus, extras) from a DVD structure, but those won't help you.
For free A-B editing of mpeg2 files (with or without a full DVD file
structure around them) try Mpg2Cut2:

You will need to download BOTH the main Mpg2Cut2 zip file AND the
AUDIO DLLs zip file.
I just found it and haven't actually used it much, but it does open
and extract clips or stills from home-recorded VR-mode files. If
you're wanting to steal content from protected commercial DVDs, I
don't know if it does that or not.
For free "authoring" software to assemble your clips into a new DVD,
try IfoEdit:
