Yes, you can. All they need is the decoder chip.

Not anymore. With the increased popularity of HD and flash-memory based
units, the portable 'walk/disc'-man unit has become a bargain hunter's
delight.

At the cost of pennies for a CD-R disc, which can be enjoyed, copied
easily, shared with friends/left for strangers to discover... give me the
shiny silver disc storage over a "drive" which will (not 'might"), crash
and die eventually.

Err... just to clarify: a 700MB (data)/ 80Min (audio) CD-R will hold:
700MB of MP3 data which will result, in some cases, around 10 albums,
depending on bitrate used to encode. If most albums are <approx> 60
minutes, you will have at least 10 hours of recorded sound. Or -
If you're recording an "audio" disc - <whether cloning or recreating from
an mp3 file>, then your maximum space is 80 minutes - and most commercial
CD's fall short of that limitation.

All electronics are not created equal.

Now, if the OP wants to burn mp3/(data) files to DVD-+/-R discs... that
could merit a different response. I haven't had occasion to use a DVD
burner/software, so I defer to the experts in that arena. Although, I do
burn mp3/CD-R discs that play perfectly fine on my DVD player, hooked
through the stereo via a digital-cable interface.
