No. You will need to extract the files out of the ISO first. Then
CloneDVD or DVDFab will split the disc for you. Or compress the snot
out of it. If you get lucky, compression can be kept to a minimum when
you re-author. As the other poster mentioned, stuff can be eliminated.

I believe that most commercial discs of recent movies are DVD-9, or
stamped dual layer.
I haven't heard of a DVD-player (stand-alone) that would ONLY read
single layer discs. Butt, it's a strange world out there ...
