Rendering VHS Footage in Premiere Pro 2.0

Anyone know of a website, or care to comment directly, on how to
optimize file size while maintaining admittedly bleak qualities of a VHS
video transferred to DVD? I am having trouble getting the size of the
mpg files down to, say, 2 hours per DVD disk. Haven't been able to find
a good web page with specific details about Premiere Pro's Main Concept
Encoder.

I have been using 2 pass VBR, maximum 6,000, target 4,200, min 2000.
The subject is hockey, so the video is in almost constant motion. Is
that why the size seems larger than I expect?
