Adobe Premiere 2.0 - Track Matte bug?

I've created a track matte in photoshop. It's greyscale and has simple
black and white areas corresponding to desired transparent and opaque
areas, respectively. I have a background video clip and a superimposed
video clip. I want the background clip to show through the transparent
portions of the superimposed clip, as determined by the matte. I have
the Tracking Matte Key effect on the superimposed clip, and point to
the track with the matte on it, and then set the dropdown to Matte
Luma.

If I put the three clips in tracks 1, 2, and 3, it works as expected.
But if I put the tracks in 3, 4 and 5 it stops working. I have other
clips now in 3, 4 and 5, and I'd rather not have to move them. Is this
a known bug that this doesn't work properly in tracks other than 1, 2
and 3?
