VirtualDub can change the orientation by 90/180º and an arbitrary
amount through provided filters : http://www.virtualdub.org/
It also has limited editing functionality and powerful scripting
capabilities - and being freeware, ought to be your first stop.

You need to do this *why* exactly ?
AVI is a container, not a "format" so you can actually package MPEG4
or H263 video inside an AVI container and expect the user to play it
back (as long as they have the respective MPEG/H263 codecs)
VirtualDub can *probably* load those too, or at least it can convert
(transcode) to a better format than H263
