As said frequently before, the heaviest weight should be given to
putting the best processor(s) into your machine.
7200 Sata, yes, quite sufficient. Give extra weight to as much storage
as you can into the machine. Might be worth it to put one smaller drive
in to be used specifically as the system drive and keep all your video
files off of that drive.
Video card? No so big a deal
Capture card? If capturing direct from cameras, then capture will be via
firewire and dedicated capture card may not be needed.
