The pics are actually quite good - I wonder if you could post them
locally, shop windows, lamp posts, traffic lights etc...
If you word it carefully, i.e. don't accuse them of theft directly, you
might be able to get someone to agree to putting them up.
i.e. "Reward offered for helping clear the names of local youths"
That way, you look like you're trying to do *them* a favour :-p
