The idea of Free Market assumes a number of things. One that the market
is indeed free, and second, that there is choice. In the case of oil,
the tendency toward 'hydraulic depotism' is enormous both because of the
sheer naked power involved in controlling the resource, and the equally
sheer enormity of the money.
