No pilot is going to risk his license by allowing some home-made
untested camera mount you cooked up to be attached to his plane's
belly. All such rigs have to pass FAA inspections first. You "might"
be able to do something like this using an ultralight, if that type of
plane also fits in with your airspeed and altitude requirements. A
trike type tandem 2-seater with rear pusher prop would give you the
best view.
Your budget is too low for using a Tyler Mount on a chopper, which is
how things like this are usually done.
