My theory is that CC was there first, it was also specified for VCDs,
and it was just felt that supporting the standard would be a good idea
for backwards compatibility with existing material. Or something like
that.
CC data also takes less space than DVD subtitles (the former is plain
text data - the latter actually consists of bitmap images.)
As for why Teletext subtitles didn't get the same consideration, I can't
tell.
