There's no reason why conventional teletext can't be carried digitally
and certainly some of the earlier ONdigital set top boxes could quite
happily regenerate the VBI when teletext data was broadcast. The issue
is that it was apparently a policy decision by the likes of the BBC
and Teletext Ltd not to broadcast conventional teletext on the DTT
platform.
