If you don't need to "lock" to house sync, you may not need either.
You should be able to digitize from Betacam and print back to Betacam
without any additional hardware. That being said, the 35 doesn't have the
best playback circuits in the industry, It was designed to be a field
recorder.

A time base corrector (TBC) is primarily used to correct speed errors
from the playback of analog tape. They usually had a very small window
of correction. That is they didn't have a full frames worth of memory,
but rather somewhere between just a few lines, up to a full field of memory.
This limitation required that the playback deck had to be close to in sync
with the TBC, or it wouldn't work. There were TBCs built that had a fram
of memory, but most of them were less than that. A TBC built into a deck
doesn't really need to be a full frame, unles it offers a freeze frame
feature.

A Frame Sync will take in nearly any video source and output stable video.
If the video is coming in too slow it will double up frames, and if it is
too fast,
it will drop frames to catch up. Profesional units will take an external
sync to
insure that the video coming out stays in sync with the external source.

A deck that doesn't use an external source of sync will be freewheeling, and
you can count on at least a frame of delay. Some of the Frame syncs have
built in effects, but if you use any of the built in DVE style features, you
will
likely lose more than one frame, but it will be stable. If the Frame Sync
can
force the the deck into sync, then the delays can be reduced.

Profesional versions all have a selection of controls for video level, black
level,
chroma level, chroma phase, H-Sync, SC Sync, etc..
