Your cheapest (free) approach is to rerip with better, but slower, ripper.
CDEX is quite good and it uses Lame to encode. I still prefer to rip to WAV
and then use Razor Lame as a front end to Lame to encode the tracks in batch
mode, but CDEX is quicker and hasn't given me problems.

If you want something to repair bad mp3s which either you made or downloaded,
as well as clip out silence & normalize volume, then you can buy one of the
versions of the shareware mp3trim at http://www.mptrim.com/index.html.

If you do a lot of conversions it is worth it. The license only allows you
upgrades for one year, but my 2001 version is till working just fine. Batch
modes are great for doing a bunch at a time.
