Not for under $500 you won't.
Your "basic" kit above, even without the Rifa, would be $800+, with a
medium Rifa around $1200.
The price point was $300-500. A small kit with a Pro-Light and a V-Light
(or Tota-Light) will allow a lot of lighting capability and offer room
for growth at a later date with the addition of other gear.
