CDex http://sourceforge.net/projects/cdexos/ , freeware.
Go to [Options] -> {Settings] -> [Encoder] -> set 'VBR Method' to "Disabled"; set your
bitrate, etc. ; switch tabs from [Encoder] to [Filenames] -> set folder for 'WAV -> MP3'
so it's different from where your source mp3 files are -> [OK], go to [Convert] ->
[Re-encode Compressed Audio File (s)].

Keep in mind that mp3 is a lossy encoding format, so re-encoding may cause further loss
although some people can't tell the difference. I would re-encode for the car's player
but keep the source files.
