Almost certainly not.

I think he does. Unless either the DVD player has a VGA output (hardly any
do) or the PC monitor has a specific AV in port (hardly any do).
The number five signals used by a PC are different from the four by a DVD
SCART socket. A PC monitor usually only works at a line frequency above
30kHz while the line frequency from a SCART socket is 15.6kHz. Usually you
need a AV to VGA video processor, such as

though I have never used one.
I suggest you search Google Groups for "pc monitor dvd player" (without the
quotes) for more information.
