No, even in a car with the windows rolled up sound is an important
enough factor that earbuds would make me crazy. About the only people who
aren't going to hear what's going on around them are the folks in a car with
the music blasting loud enough that you can hear them coming a block away.
The only argument against

If they are illegal wouldn't there be a reason for that?
